A Wiki is a community / collaboration tool. Several authors can create a network of linked HTML files similar to Wikipedia. Wikis are useful for creating documentations or collecting knowledge in a team or you can create your own electronic encyclopaedia. A web browser is sufficient to write a Wiki page.
